[Feature] Shared Notification & Alert Policies

Team-wide Slack/Discord/TG/email notifications when a new scan completes or when a critical/high severity issue is found. Let the team admin configure who gets alerted for what. This is huge for smart contract teams where a critical vuln in a pre-deployment scan needs immediate attention.
