[Feature] Team Dashboard & Security Posture Overview

A single view showing the aggregated security health across all repos in the org. Think a "security score" per repo, trends over time (are we getting safer or worse?), and a breakdown by vulnerability severity. This would give teams visibility across the codebase without clicking into individual reports.
